What does “an out-of-date version of the ICD” actually mean?

Does this mean that vendors will now one-up each other with each new driver release by making the other’s driver out-of-date and thus unusable? Is it a one-time situation or does OpenCL require all implementations to be of the exact same ICD “version”? And it’s apparently not about OpenCL version, NVIDIA is compatible with the newest one (Revision: 9283 from 14 Oct 2009).
