3rd fan (right side) runs at max speed above 1000rpm

Hello all, I purchased a used PC less than a year old with Nvidia Tuf 4080 Super graphic card. When the PC is powered ON, I noticed the fan on the right side (3rd fan) runs at a max speed above 1000rpm. I used a few software to try to control the fan but it seems like fan #2 and #3 are tied together that I can’t adjust the speed of #3 fan (see picture attached).

**Noticed: Fan Speed (Center) (RPM) with current: 1060rpm while the other two fans set at 32.

Regardless of what I do, I can’t seem to calm down the 3rd fan. When I use Afterburner or other controlling fan software, I can only see two fans.

I’m able to control fan#1, fan#2 to stop them from running but fan#3 just ALWAYS on with max speed. Adjust fan#2 should technically controlling fan#3 as well because they are both tied together, however like I said setting fan#2 does work but fan#3 seems not cooperating.

Question: Do I have bad GPU, bad fan#3? What can I do further to troubleshoot this?

Any suggestions/recommendations greatly appreciated.

To add on to the above explanations. GPU has been carefully cleaned, no dusts or anything that block the cooling.

Also, the computer is freshly wiped with nothing running on it except for a few fan monitoring software to try to debug the issue. Computer is running at 23 degree temp.

GPU driver is at latest version.
