460.27.04 Vulkan isn't able to find queues

Upgrading the driver to 460.27.04 under Ubuntu 20.04 makes all Vulkan applications unusable with messages similar to these:
Could not find both graphics and present queues (vkcube)

510.54 here, same problem because it’s inverted which GPU is default for Vulkan rendering. If I run things on the crappy GPU it works but if I run on the primary GPU “Could not find both graphics and present queues”
