Opening the Vulkan beta driver page shows an “Access Denied” error for me:

It’s been happening for more than a month now, so definitely not a
temporary issue. It is probably related to my IP or location, so it may
not reproduce for everyone.
BTW, I get a similar error when trying to log in to this forum as the
login procedure also goes through developer.nvidia.com. I was lucky I
was logged in on one machine so I could create this thread.

It looks like the issue is due to your location. Unfortunately, due to US export laws and sanctions programs, you cannot access the site.
