AGX Orin pcie error in 0 degrees

Hello, we encountered an error in the PCIe function when starting AGX Orin 64GB at 0 degrees using Jetson R36.5.0, and were unable to connect to PCIe Gen3 FPGA. But it is possible at room temperature. And AGX Orin 32GB is also available.
lspci show device is ff，and dmesg log as follow:
