AGX Orin PCIe Root Port use

I have a design AGX Xavier carrie board, i use UPHY/RX0/TX0(C1) connection to ethernet device, work ok, no problem, but I change use AGX Orin this root port(C0), sometime will cann’t fine this device, i have check PCIe TX/RX/Clock Signal sometime will no signal.
Could you please modify the software to make it work?
