For now, could you use the container shared in the below comment which has the CUDA toolkit installed?

In the meantime, you could try using these prebuilt jetpack container images which already contain the CUDA packages preinstalled: https://hub.docker.com/repository/docker/dustynv/jetpack https://github.com/dusty-nv/jetson-containers/blob/master/Dockerfile.jetpack dustynv/jetpack:r34.1.1 dustynv/jetpack:r34.1.0
