This is the EC power latch — the embedded controller entered a reduced power state and didn’t restore on reboot. A software reboot doesn’t cut power to the EC so the latch persists.
Full cold power cycle: unplug the cable completely, wait 60 seconds, reconnect. That resets the EC and should restore normal clocks.
