Some Jetson Nano 2GB Developer Kits manufactured in 2022 had an incorrect QSPI image flashed at the factory: the result is an inability to boot. You can check the year of manufacture for a devkit by looking at positions 6-7 of its Serial Number: nnnnnYYnnnnnn
The QSPI image problem can be corrected by using a Linux host computer to flash the developer kit with JetPack 4.6.1 (Jetson Linux 32.7.1) or newer. See here for information about using SDK Manager to flash the devkit, or alternatively see here for instructions to flash the devkit with Jetson Linux via command line.
