Are yo using the devkit or custom board for Orin Nano?
It seems your board trying to boot from ethernet so that it takes time for trials.
You can configure the boot order in UEFI menu.
Boot Maintenance Manager → Boot Options → Change Boot Order

at last we are flashing a mac address to the ethernet slots of our custom board

add new devices to TOP should be made to bottom ??

New device would be added to the top, but you still can configure boot-order in UEFI menu as you want.
