Build version vs running version

I have two machines. Run running CUDA Version 9.2 and the other running CUDA Version 10.1.

deviceQuery is a nice test to ensure everything is setup right. Below I have an adapted deviceQuery to report the CUDA driver version and CUDA runtime version earlier (in-case cudaGetDeviceCount doesn’t go well)

Running my adapted deviceQuery I get the following results:

If I build on 9.2 and run on 9.2:
CUDA Driver Version / Runtime Version 9.2 / 9.2

If I build on 10.1 and run on 10.1:
CUDA Driver Version / Runtime Version 10.1 / 10.1

If I build on 9.2 and run 10.1:
CUDA Driver Version / Runtime Version 10.1 / 9.2

If I build on 10.1 and run 9.2:
CUDA Driver Version / Runtime Version 9.2 / 0.0

Error Output:

cudaGetDeviceCount returned 35

Is there a way for me to get “10.1” when building on 10.1 but running on 9.2?

I don’t know why cudaRuntimeGetVersion doesn’t work. Maybe backwards compatibility?
