Bump Python dependencies version

Please could the version of Python and the Omniverse Python dependencies be bumped with the next major release of Kit?

In particular, I note that FastAPI is currently sitting at v0.68 (mid-2021). The current version is 0.95 and includes a bunch of useful additions for Microservices developers, to control what gets into the public OAS3 spec. and what remains undocumented/internal.

A more recent version of Python would also be appreciated, for instance when coding using type hints.

Thanks Michael! Damien mentioned in yesterday’s livestream that Kit 105 will be using Python 3.10. I’m reaching out to the devs regarding fastapi.
