Can I set the io-high-voltage to disable by setting the register?

GPIO3_PP.06 have to pull up external. Can I set the io-high-voltage to disable by setting the register?

It has been pulled up to 3.3V, so the 3.3V Tolerance should be enabled.

I know it has been pulled up to 3.3V，but I use the custom carry board and forget to external pull up. Can I disable 3.3V Tolerance by setting the register not modify the device tree.

Please set the pinmux sheet and generate dts files for that.
