We can maintain a stable connection to a mobile phone using a 1-meter USB cable, but the connection becomes unstable when using a 3-meter cable. Can we adjust the USB signal driving strength on the Thor?
First try a different cable. Then try a shielded usb cable.

The Chapter 1.4 section in your screen capture applies to USB 2.0.
Chapter 2.2 covers USB 3.2 and mentions:

Are you using a Dev Kit or a custom board?
- If a custom board, did it follow the Design Guide’s routing requirements?
- For both a Dev Kit and a custom board, a shielded USB cable like @whitesscott suggested should be the next test.
