Can we update pinmux through OTA?

We want to update Thor+Jetpack7.1 pinmux settings in Linux userspace.
using OTA only update bootloader, Can we update pinmux?
if update from jetpack 7.1 to jetpack 7.1, How can I set the BASE_BSP and the TARGET_BSP?

For this use case, you can just perform capsule update instead.

You can set the same path for both BASE_BSP and TARGET_BSP.
