Cannot install CUDA Cross Compile Package on Host using SDK Manager

I am building a Xavier AGX development environment with an Ubuntu 18.04 host.
I have successfully flashed the Xavier AGX and installed all software on the host with the exception of the cross-compile package. The following error is in the logs:

Running the install manually the following more descriptive error is displayed:

I got it all working by rebuilding my linux VM and starting from scratch. I am guessing that I had an incomplete deb file downloaded in my prior attempt.
