Cannot update to JP5.1 due to Multimedia API version mismatch

When attempting to update a Xavier system from JP4.4.1 to JP5.1 we encountered an error in stage 2 of flashing (installing of system packages). Specifically, nvidia-l4t-jetson-multimedia-api could not be installed:

We were able to upgrade this system to JP5.0.2 without issue, and then attempted to update to JP5.1 and encountered the same issue.

I have the additional logs from sdkm but am unsure which to provide here…

It appears that this could be the issue referenced here: JetPack 5.1 with Jetson Linux 35.2.1 Released - #3 by suhash but three is not enough details given in the comment for me to say that assertively. We can test given those instructions.
