I don’t see a problem there.
You should be able to open it at the browser after login and accepted the EULA term.

The borswer should jump to another page after pressed the “I Accept” button if you have login at developer site, follow the step to get the TRM document show up.

I have no idea for why your brower can’t work!
Did it show at another tab?
You may try with other browser, clean all cache and cookies, diable the pop up blocking, disable proxy, try at anotehr environment…etc
