Jetson itself does not care if the host is a VM or not. The problem is that VMs are rarely set up correctly to pass through the recovery mode Jetson at all times over USB. Using a VM without correct setup is similar to randomly cutting the USB cable. Obviously, an install via USB likes the cable to be present. You can blame the parent o/s for stealing USB.
