Are you able to manually login with a browser at https://developer.nvidia.com/account ?
The manual login step is to verify whether you have the privilege to login using sdk manager. Once you’re logged in, you should also be able to see a list of your program memberships at https://developer.nvidia.com/account/programs .

The login failure is due to a network connectivity timeout when SDK Manager tries to exchange authorization codes for access tokens, even though you can successfully log in manually through a web browser.
What You Need to Do
- Check Firewall/Antivirus Settings
- Temporarily disable firewall and antivirus
- Add SDK Manager to allowed applications if this fixes the issue
- Check Proxy Settings
- Configure SDK Manager to use the same proxy settings as your browser
- Go to SDK Manager Settings → Proxy Settings
- Try Again
- Wait a few minutes and retry (might be temporary network congestion)

strangely enough, it started to work by itself suddenly. I suspect the same - network connectivity.
If it’ll suddenly stop working I’ll try suggested approach.
