Cboot in 32.7.2 fails to read extlinux.conf

nvme is just a data disk, there are no OS files on it.
system boots from emmc.

In 32.7.1, there was a bug where I had to put boot/extlinux/extlinux.conf file on the nvme, even though I am booting emmc. The boot/extlinux/extlinux.conf on the emmc is ignored.

In 32.7.2, extlinux.conf are ignored from both nvme and emmc. cboot complains (from uart):
