It is HDI 3-4-3.
If we use 2 lanes of PCIe, MIPI DPHY 12 Lane, and RGMII only.
Do we need to use HDI 3+N+3 PCB for carrier board design ?
You can use any stackup as wish, as long as follow the routing guideline in Design Guide.
