Create an OTA package fail

Hi all:

Why does it fail when I create an OTA package? If I flash the machine once, I can create an OTA package.

JP5.1.4 → JP6.2

cmd:
sudo -E ./tools/ota_tools/version_upgrade/l4t_generate_ota_package.sh --external-device nvme0n1 jetson-orin-nano-devkit R35-6

Why is your path L4T-public-source/output/Linux_for_Tegra ?
Do you download the bsp and rootfs from Jetson Linux | NVIDIA Developer
Do you build your own custom kernel?
