You will need CUDA 11.4 or above to work on Orin.
Please use JetPack 5 to install the cross-toolkit for the host.

You need to install CUDA 10.2 to use the existing environment as it is.
Is it impossible?

Unfortunately no.
There are some dependencies between the GPU driver and the CUDA library.
