Dataset Preparation for EfficientDet

Please provide the following information when requesting support.

• Hardware : RTX 2070 SUPER
• Network Type : EfficientDet
• TAO Version : 3.21.11

The dataset supported by efficientdet as given in annotations page is: TFRecords. I have to convert dataset in COCO format to TFRecords Format by using the given script create_coco_tf_record.py. But it raises an error.
