Deepstream_4.x_apps sample 3 is missing documentation

When following the git hub repo here

we are trying out sample 3
but the documentation is incomplete!

Environment

TensorRT Version: 6.0
GPU Type: nvidia
Nvidia Driver Version: 410
CUDA Version: 10.0
CUDNN Version: 10.0
Operating System + Version: jp 4.3
Python Version (if applicable): 3.6
TensorFlow Version (if applicable): 1.14 -> 1.5
PyTorch Version (if applicable):
Baremetal or Container (if container which image + tag):

Relevant Files

just look at the repo…

Steps To Reproduce

there are no instructions it says TBD next to the sample number ?

Please include:
steps are missing in repo
