Description
A test on Deepstream 5.1 on Jetpack 4.4.1 after new installation.
Try to run
desktop:/opt/nvidia/deepstream/deepstream-5.1$ deepstream-app -c samples/configs/deepstream-app/source4_1080p_dec_infer-resnet_tracker_sgie_tiled_display_int8.txt
and got the error:

What is the cause?
I was wondering if I should install DS 4.0 instead but I could not find the downloading link to DS4.0.
