Sorry for I can’t 100% understand your question.
But if you are use Nvidia card, you it will auto negotiate to the lower rate when connect a card to other cards, like CX6/5/4.
If you mean other vendors cards, you need test it.

My question was if there is any control knobs in the Nvidia/Mellanox CX7 can meter the received traffic to the PCIe root port upstream. The bursty traffic is suspected in the CX7 chip to the CPU root port. Assuming the traffic arriving at the CX7 is almost at line rate such as 200 Gb/s.
From what I know, the answer is no.
One more question, is the size of the CX7 receiving buffer adjustable?

If you are using RDMA, you can modify it within your application.
If you are not using RDMA, the driver will adjust it automatically based on the MTU.
