Does nvtracker use the video frames as input (in addition to the bboxes)

I experimented sending two stationary bboxes to nvtracker with a video that had moving objects.
Nvtracker gives tracking IDs for exactly two objects as expected. But after a while the IDs change.

Does nvtracker use the video frames as input (in addition to the bboxes)?

We need to reproduce the issue first. Please share steps to reproduce it.
