Enable `CONFIG_NAMESPACES` and `CONFIG_USER_NS` in final L4T 32.X release

Please enable CONFIG_NAMESPACES and CONFIG_USER_NS in the final release to be made for L4T 32.x

These are required kernel options to use bubblewrap, a sandboxing technology used by flatpak and other container based projects. Without these options enabled running a flatpak results in an error.

I have packaged the nvidia BSP as part of a flatpak so can run all flatpak’s with gpu hardware acceleration but would prefer that the official kernel be corrected with this so that users do not need to build the kernel themselves.
