Error flashing TX2: "Command tegrarcm_v2 --download blob blob.bin" "Failed to flash/read t186ref"

Hi There,

I’m trying to flash an out-of-box TX2, got an error, with the console out as shown below.

[ 6.6255 ] tegrarcm_v2 --download blob blob.bin

[ 6.6468 ] Sending blob
[ 6.6470 ] 000000002010000d: Failed to fetch load address
[ 6.6935 ]
Error: Return value 13
Command tegrarcm_v2 --download blob blob.bin
Failed to flash/read t186ref.

The carrier board is a Leopard Imaging LI-CB v1.3, which supports TX2 according to LI, with only Power, HDMI, USB OTG connected. L4T 32.2.1 and 32.3.1 both show the same error message (they are downloaded from developer.nvidia.com). I was wondering what I missed, or it looks like a hardware failure? Any help would be appreciated.

could you please check JetPack for the latest release.
please also refer to the steps to Install Jetson Software with SDK Manager.
