Let me find out what that error message means from Launcher. It is just that one app or is it everything else ? Have you tried USD Composer or USD Explorer ?
Well this means you have a connection problem which is affecting Launcher across the board then. Are you on a corporate network with a firewall ? Do you have an anti-virus system running ? Are you on an unstable connection ? If you cannot download anything from Launcher you have to look for a global system problem. Where are you located ?
I checked with the engineers and it seems the error means you are not signed into a secure server and therefore we cannot allow you to connect. For example being on public WIFI is not allowed.

Sorry for the delay in answering, I got another computer and tested it on the same Wi-Fi networks that I was testing before, and it worked. I assume this is something in the setup of the corporate laptop, I will check with IT admin to see what can be done, but at least I can access the USDView and other libraries in another computer now.
