Could you share result of the following command on your board?
$ ls -l /sys/class/hwmon/
Do you have any custom design for the fan different from the devkit?

For the fan from the devkit, the rpm is 2900 ± 10% R.P.M..
How about yours?
Have you tried using the fan from devkit on your custom carrier board and it could work?
