Flash ROM without unlocking bootloader?

I am using the Nvidia Shield in a digital signage type setting. I will be purchasing hundreds of shields for my kiosks and am looking for a faster way to flash the ROM. Specifically is there a way to flash the shield with a custom ROM without unlocking the bootloader? Are there internal jumpers or code that overrides the bootloader function?

Any ideas on the best way to do this?

I am not an expert on Shield, but the short answer is no. That would be a security gap. In the future, you will get better support
