Flashing BSP issue on Xavier NX 16GB

I guess it is same issue as below.

hi lhoang, Here are some new discoveries， 1.We used the original NX carrier board for the test，the system also stops at bootloader logo on monitor screen when startup if we use the first command to flash. 2.But if we modify function tegraflash_get_ramcode() in file Linux_for_Tegra/bootloader/tegraflash_internal.py， to assign the variable ramcode = 2，and the system startups and runs normally after we flash using the first command.

JP4.6 still has this issue.
