Force_Recovery not recognized

This is Jetson Orin AGX with JetPack 6.2. Custom carrier.

Does anyone know what might keep module startup from recognizing the Force Recovery button? This is something that has just changed on my carrier board and the module works on other carriers. Has anyone experienced this in their bring-up and found the cause?

I know the button is getting to the module because the 1.8V pullup inside the module can be seen on the NO switch lead.

These may be pertinent.

Linux_for_Tegra/tools/board_automation/ has files to instantiate force recovery.

The system enters recovery mode when grounding the pin and powering up the system.
