GPU not used when using NVIDIA's HW-accelerated encoding

I am using the nvv4l2h254/5 encoders on Xavier, however the GPU consumption is at 0% with 4 streams encoding. Is this expected?

It is called HW accelerated encoding because there is a dedicated hardware for this work and it is not GPU.
