HDMI backlight and color distortion in multi-user.target

Hi,
We have a device with Jetson AGX Xavier SOM and custom carrier board and Jetpack 4.4.1. When we display picture via HDMI in multi-user.target and graphical.target, the result looks different. In the multi-user.target, the backlight becomes too bright and color looks like grey. please refer the links for the results.

My question is that could we adjust the HDMI output brightness in multi-user.target?

I remember this is not adjustable under HDMI situation.
