Help recovering .nmb models with .qsa animations

With the death of Nexon’s Ghost in the Shell: Stand Alone Complex: First Assault Online, and a new fan project currently just titled “Section 9 - GITS:FAO,” we’ve run into a dead-end. While the project has the devs blessing to be made, it uses an archaic format that is apparently owned by NVIDIA. Unfortunately, due to corporate NDAs, they can’t give us the tools they used to build/read the models/animations. Being that this is an Unreal4 port, it’s not likely we’d be able to implement support for the original formats.

Basically, does anyone have any idea how to either convert these into a modern format, or if all else fails, where to get the API docs from NVIDIA’s dusty cabinets?
