How can set the “tegra_car TEGRA210_CLK_CLK_OUT_3” Default Clock Rate at jetson TX1 R28.2?

I know the this below echo command to set the clk_out_3 Clock Rate.

But now I need set the “tegra_car TEGRA210_CLK_CLK_OUT_3” Default Clock Rate at jetson TX1,How can to do this?
