If you got the kit from a third party, then generally you’d go through them. If you got this from NVIDIA, then here’s the FAQ with how to contact:

Usually, if it seems like something that could be software, they’d want you to describe the problem on the forums and see first if there is a solution since working with any Jetson is different than working with most other systems.
