How exactly does one install and use Libtorch on the AGX Xavier?

I’ve seen all questions about how to install Libtorch directed here.
A wheel installs PyTorch and the mods refer people seeking Libtorch to this path ~/.local/lib/python3.6/site-packages/torch/lib

But I don’t know how to make use of this path. I need to build the Libtorch script with cmake and I’m getting the error…

Have you cloned the source with the --recursive flag?
This will enable submodule download as well.

$ git clone --recursive --branch <version> http://github.com/pytorch/pytorch
