How `Pwr:Usage/Cap` field of `nvidia-smi` output is calculated?

Hi there,

Is it possible to [roughly] estimate the value of Pwr:Usage/Cap field in the output of nvidia-smi for a given GPU using other values such as memory usage and/or gpu usage?
