How to publish semantic label topic(ros2)?

I want to publish semantic segmented image and semantic label

to publish these topics I modify carter ros2 navigation example and success to publish image topic.

to publish label topic, check enableSemanticLabels and it publish well but I can publish only empty string topic…

how to publish label data??
