how to understand VIN_PWR_BAD_N signal on the carrier board of xavier

  1. there are VIN_PWR_BAD_N signal on three place of carrier board of xavier , how to understand it?

  2. when removal of VCC_DCIN power, how to operate power discharge circuit ? how to generate the discharge signal?
