hw codec not work on one of my tx2 devices

I have several tx2 boards as development devices. I am testing hw codec on 4 tx2 devices using below gstreamer pipeline:

gst-launch-1.0 rtspsrc location=rtsp://192.168.3.103/2_1.avi ! decodebin3 ! nvjpegenc ! multifilesink location=image%05d.jpg

3 device work just fine. jpg images with name like image%05d.jpg are generated in the working folder. But one generates nothing. Here is the output of gst-launch-1.0. It looks quite normal:

nvidia@nvidia-desktop:~/video_extrator$ gst-launch-1.0 rtspsrc location=rtsp://192.168.3.103/2_1.avi ! decodebin3 ! nvjpegenc ! multifilesink location=image%05d.jpg
