Hi,
The issue looks specific to certain h264 stream. You may try to decode other h264 streams to clarify this first. Besides, you can try to decode h264 stream through the samples:

/usr/src/jetson_multimedia_api/samples/00_video_decode/
/usr/src/jetson_multimedia_api/samples/unittest_samples/decoder_unit_sample/

I have solved this problem. The h264 stream from DJI H20T camera is BDR, so I need to transform it to IDR. The method of transform BDR H264 stream reference from here
