Image-based OTA failed when slot B is broken

Hello,
I have a Jetson AGX Xavier custom board with rootfs_ab enabled, but the slot B is broken, so I tried to restore slot B using image-based OTA with rootfs_ab enabled but I failed. (l4t 35.6.0)
I modified the ota tools(35.6.0) to make it fit my custom board, and I have done many successful image-based OTA upgrades with normal slot A/B, so I think my OTA update payload package can work.
So I’m wondering if image-based OTA only supports upgrading but does not support restoring?

may I know what’s your steps in details,
for instance, please refer to Updating Jetson Linux with Image-Based Over-the-Air Update for the command-line to generate the OTA update payload package.

besides, here’s backup/restore script files, you may see-also… $OUT/Linux_for_Tegra/tools/backup_restore
