Implementing DLSS in game streaming software

I just had an idea and did not know where to get the attention from so posting here. Since NVIDIA has the most amount of bleeding edge softwares and the most advanced hardwares capable of doing task, I think NVIDIA can surely upsample any video content such as streaming content or video content from lower resolution lower bitrate to higher resolution and bitrate. I mean, if the DLSS software tool can generate a good image 360° in a game, why not a static image, right?
