then upper OS version copy to lower OS version?

On a SwitchX (chassis-based) system with two management modules, the two management modules must have the same software version installed.

If they are different versions, you must connect to the management module running the incorrect version and upgrade/downgrade it so that it matches the other management module.

Whenever you upgrade in the future, you need to upgrade both modules independently.
